In the nursing home of Chui region, 15 people live without passports
Jamila Dzhamanbaeva, the Ombudsman of Kyrgyzstan, has addressed government agencies demanding the guarantee of rights for residents of social stationary institutions. She emphasized that special care must be taken for elderly people and individuals with disabilities who are in vulnerable situations.

This situation became known as a result of monitoring conducted by the Torture Prevention Center at the Ombudsman Institute in the Lower Serafimovsk nursing home in the Chui region. During the inspection, the living conditions, the rights of residents, and compliance with sanitary and epidemiological standards were analyzed.

During the inspection, it was found that 15 elderly people do not have passports. Representatives of the institution explained this by the lack of necessary documents, such as birth certificates and registration. One of the residents shared that she was born in Russia and moved to Kyrgyzstan in 1969, worked as a builder in Naryn, but cannot receive a pension due to the lack of documents. Requests sent to resolve this issue are delayed due to the absence of data in official registers.

The Ombudsman Institute reported its readiness to assist in the passportization process, emphasizing that the lack of documents restricts citizens' rights.

During the monitoring, complaints were also received regarding the quality of medical services. One woman showed an unhealed wound and expressed dissatisfaction with the work of the medical point. The medical staff, in turn, reported that the patient refuses treatment and demands medications without regard to prescribed dosages. Meanwhile, the institution's management noted that examinations are conducted regularly, and if necessary, residents are sent to the hospital.

A separate problem is the lack of male orderlies. Care for bedridden men is provided by women, as the low salary, which is about 13,000 soms, makes it difficult to attract men to this work.

The institution ensures safety and freedom of religion: there is a mosque on its territory, and trips for Umrah are organized with the support of sponsors.

At the time of the inspection, there were 276 people in the nursing home, of which 150 were individuals with disabilities, and 126 were elderly people.
