Ministry of Education: Nationwide Testing Has Become More Expensive and Will Not Be Free

In response to the statement by Deputy Dastan Bekeshev, who raised the issue of rising prices for the national testing during the parliamentary session on April 2, the Ministry of Education clarified that the cost of participation has increased from 200 to 470 soms.

Bekeshev also suggested making this testing free for graduates. However, the ministry explained that the organizer of the national testing is an independent structure that is selected through a competitive process every three years. For the next three years, from 2026 to 2028, the testing will be conducted by the Center for Assessment in Education and Learning Methods (CAOLO), which has been operating since 2002.

The standardized testing, conducted in Kyrgyz and Russian languages, is used for admission to higher educational institutions. The Ministry of Education emphasized that this testing system is aimed at ensuring transparency and preventing corruption, and throughout the history of the tests, no violations have been recorded. The tasks are developed based on the school curriculum, allowing applicants with a good level of preparation to avoid additional training.

To assist applicants, a free mobile application called "Bulak" will be launched in 2026, containing tasks from previous years and new questions. Additionally, online tests, video lessons, and free methodological materials will be available.

Funding for the national testing is provided through registration fees from applicants, the amount of which is set for three years, taking into account inflation and costs associated with organizing the testing. This amount includes all expenses for developing tasks, conducting tests, printing materials, processing results, and issuing certificates.

The ministry also noted that funding the national testing from the state budget could negatively impact the independence of the testing and create additional pressure on budget expenditures.

According to information from the Ministry of Finance, full coverage of the test cost by the state does not comply with current legislation. Thus, the issue of transitioning to budget funding for the national testing is not currently being considered.
