According to the decree, the Cabinet of Ministers is instructed to prepare and submit a package of legislative initiatives to the Jogorku Kenesh within a month. Among the proposed measures:
- tax and customs duty exemptions for the import of equipment and technologies for jewelry production, as well as for the export of jewelry to international exhibitions;
- legalization of the remaining previously imported or produced jewelry items made of precious metals within a two-month period and a temporary suspension of tax authority inspections;
- delegation of the right to manufacturers to assay and hallmark products with their own hallmark (except for the state one), which may lead to a reduction in collection rates;
- exemption of individuals and legal entities from taxes when selling automotive and motorcycle equipment for three years;
- exemption of individuals (not individual entrepreneurs) from tax obligations on income from the sale of automotive and motorcycle equipment until January 1, 2026;
- exemption from sales tax on vehicles and components produced in Kyrgyzstan;
- reduction of income tax rates and insurance contribution tariffs for the textile industry;
- reduction of insurance contribution rates for small and medium-sized businesses;
- establishment of a single tax of 0.1% for activities outside Kyrgyzstan;
- establishment of a transaction tax of 0.1% for operations through foreign banks.
The government is tasked with developing a preferential lending mechanism for the jewelry industry in collaboration with the National Bank, "Aiyl Bank," and "Eldik Bank."
The decree also includes the establishment of a laboratory for assaying and hallmarking products at Manas International Airport, as well as considering the possibility of opening similar laboratories at the airports of Osh and Issyk-Kul.
The document also instructs to expedite the process of mutual recognition of hallmarks within the framework of the agreements of the Eurasian Economic Union to expand market opportunities.
Furthermore, the decree includes measures for the integration of information systems to eliminate duplication of reporting in the area of combating the financing of terrorism and the legalization of criminal proceeds.
Monitoring of the implementation of the decree will be carried out by the office for monitoring the execution of decisions of the president and the cabinet of ministers under the administration of the president. The decree comes into force upon its official publication.
