
The President spoke at the first session of the VIII convocation of parliament
In his address, the head of state pointed out that one of the key reasons for Kyrgyzstan's lag behind its neighbors after gaining independence is ineffective personnel policy.
“Since we became independent, the issue of personnel training has essentially been ignored. Government positions were mainly filled by acquaintances or relatives of influential figures. Meanwhile, the qualifications of the candidates were of no interest to anyone,” emphasized Sadyr Japarov.
He added that this situation has led to a brain drain, and currently, Kyrgyzstan is experiencing a severe shortage of professionals.
“This year we opened the 'Akyiman' lyceum in Cholpon-Ata. We are selecting gifted and capable children from all regions, developing their intellectual, scientific, and creative abilities, and then directing them to the best universities both in Kyrgyzstan and abroad, thus preparing qualified personnel,” noted the president.
Japarov added that graduates of the lyceum will be required to work for the benefit of the country after completing their studies. He also reported that the relevant legislation has already come into effect.
Currently, 260 talented students from all over the country are studying at the 'Akyiman' lyceum in Cholpon-Ata. The government plans to open one such lyceum in each of the seven regions, where at least 300 children will be able to study in each.
