The Cabinet of Ministers of the Kyrgyz Republic has adopted a new resolution regarding the assessment of risks in the field of entrepreneurship related to the safe use of pesticides and agrochemicals. Signed by Chairman Adybek Kasymaliev, this decision aims to implement the law "On Chemicalization and Plant Protection" and improve state control in this area.

According to the new regulations, entities working with pesticides and agrochemicals will be classified into three risk categories: high, medium, and low. The criteria for this classification will include the volume of activities, the hazard class of the substances used, as well as compliance with sanitary, environmental, and technological standards.

Enterprises engaged in the production of pesticides, their fumigation and aerosol application, as well as those operating near populated areas and protected natural territories, will be classified as high risk. Medium risk will be assigned to those entities involved in the storage, sale, and transportation of agrochemicals, as well as their application using aviation and ground methods. Organizations responsible for the disposal and neutralization of unusable or banned substances will fall into the low-risk category.

The resolution also introduces a scoring system for assessing violations: each violation will be assigned between 5 to 10 points depending on the severity of the consequences. Entities scoring 71 points or more will be placed in the high-risk group. Additionally, the history of the enterprise's activities will be taken into account, and extra points will be added for repeated violations within the last 3, 5, or 7 years.
