The deputy reported a shortage of kindergartens in the Papanskoy rural area and problems with the road and school in Osh.

On January 14, during a session of the Jogorku Kenesh, Deputy Saltanat Amanova drew attention to a number of social and infrastructure problems affecting the Papansky rural area and the city of Osh.

She noted that there are 11 rural administrations in the Papansky rural area; however, only two kindergartens operate in this territory, which results in the majority of children being unable to attend preschool institutions.

In this regard, Amanova called for a solution to the issue of constructing new kindergartens, emphasizing the need to open at least two preschool institutions in large villages this year.

Additionally, the deputy addressed the problems existing in the village of Kozhokelen. She pointed out the urgent need to complete the construction of the bypass road Kozhokelen—Nookat, as the opening of the new route could lead to the destruction of a recently repaired section that was restored by the Ministry of Transport. Local residents are forced to restrict the movement of heavy trucks, but the poor condition of the bypass road is already causing damage to the villagers' vehicles.

Amanova also emphasized that one of the most pressing issues in Kozhokelen is providing the population with clean drinking water, which requires a joint solution with local government authorities.

She specifically noted the condition of the buildings of family medicine centers in Osh. According to her, many of them have not been repaired for 70–80 years and are in extremely unsatisfactory condition, necessitating urgent repairs and updates to medical equipment.

Furthermore, Saltanat Amanova reported on the emergency condition of school No. 62 named after Matkerimov in Osh (Kyzyl-Kyshtak). The building has been deemed unsuitable for education; however, it has been included in the construction plan by the Osh mayor's office twice and has also been excluded from it twice. The deputy urged that the school not be excluded from the plan again and that the issue of construction be resolved this year.
