In the new document, recommendations for member states are provided regarding the timelines for issuing and the validity of special permits, as well as the forms of applications and necessary data. In particular, EAEU countries are suggested to establish the following timeframes:
- the maximum period for issuing a special permit — six working days;
- the validity period of the special permit — one calendar year.
The Minister of Energy and Infrastructure of the EEC, Arzybek Kozhoshev, noted that the implementation of these recommendations will facilitate the process of obtaining special permits for carriers and reduce their costs in the field of logistics and control.
It should be noted that until March 10, 2026, the rules for obtaining special permits for the transit or transportation of hazardous goods were determined by national legislations, which created additional complexities in logistics processes, increased administrative costs, and often caused delays at borders.
