According to the report from the Accounts Chamber of Kyrgyzstan, the audit results for 2024 revealed financial violations in the construction sector totaling over 1.58 billion soms. This was reported by the institution's press service.
The audit covered the activities of the Ministry of Construction, Architecture, and Housing and Communal Services, as well as its structural and subordinate organizations from January 1 to December 31, 2024.
The audit identified a number of systemic deficiencies in financial accounting, compliance with budget legislation, and the execution of construction works.
In particular, the following violations were established:
- accounts receivable - 1,169.3 million soms;
- overstatement of the cost and volume of construction and installation works - 166.1 million soms;
- misuse of budget funds - 85 million soms;
- financial transactions outside the single treasury account - 40.2 million soms;
- errors in payroll calculations - 24 million soms;
- unaccounted assets - 26.6 million soms;
- other violations in capital investments and construction - 23.5 million soms.
In total, 349.4 million soms are subject to recovery. During the audit, 122.2 million soms have already been returned, which is approximately 35% of the total amount.
As a result of the audit, the Accounts Chamber developed recommendations and guidelines aimed at addressing the identified violations, strengthening financial discipline, and improving the efficiency of budget fund utilization, as stated in the report.
