The Deputy Prime Minister of the Kyrgyz Republic, Edil Baisalov, is participating in the climate summit of world leaders, which is taking place as part of the 30th Conference of the Parties to the UN Framework Convention on Climate Change (COP30) in Belém, Brazil.

In his speech, he emphasized that Kyrgyzstan has made significant progress in reducing greenhouse gas emissions since 1990, despite limited resources. Edil Baisalov confirmed that the country aims to fulfill its updated Nationally Determined Contribution (NDC-3) — with a reduction of emissions by 18% by 2030 and up to 30% with the support of the international community, and also plans to achieve carbon neutrality by 2050.

He expressed gratitude for Azerbaijan's presidency during COP29 and the adoption of the "Baku - Belém" roadmap, which outlined key directions for fair climate financing.

Edil Baisalov noted that this document for the first time included mountain ecosystems alongside forests and oceans, highlighting their importance for ensuring water and climate security on the planet.

"According to the 'Baku - Belém' roadmap, mountain ecosystems are critical for ensuring water, biodiversity, and cultural heritage; however, they remain the least funded. Kyrgyzstan calls for the recognition of their special status and for prioritizing funding for adaptation and sustainable development programs in mountain regions," said the Deputy Prime Minister.

He added that countries with mountainous terrain need international support for adaptation, mitigation of climate change impacts, and transition to a green economy.

Furthermore, Edil Baisalov reminded that the Kyrgyz Republic plans to host the Second Global Mountain Summit in 2027 in Bishkek, which will be a significant event 25 years after the first summit, and invited all countries to support the initiative to create a permanent dialogue on mountains and climate within the UN Framework Convention on Climate Change.

For reference: The UN Climate Change Conference (COP30) is taking place from November 10 to 21, 2025, in Belém (Brazil), where heads of state, ministers, representatives of international organizations, and civil society are gathering.

The focus is on implementing the Paris Agreement, attracting climate financing, and strengthening adaptation and emission reduction measures.
