
The Central Election Commission (CEC) has announced the start of accepting documents from citizens and political parties for the formation of the reserve of the Bishkek Territorial Election Commission (TEC).
According to the first part of Article 19 of the Law of the Kyrgyz Republic "On Election Commissions for Conducting Elections and Referendums," the term for forming the TEC is five years. The commission must include representatives of political parties and local self-governments in equal shares.
Currently, there is a need to replenish the reserve in the Bishkek TEC, as there are no representatives of political parties or local representative bodies.
Both political parties and city representative bodies can act as subjects for nomination to the reserve of the Bishkek TEC.
It is important to note that according to part 1 of Article 22 of the mentioned Law, the following individuals cannot be members of the election commission:
- deputies of the Jogorku Kenesh and local councils;
- officials of state and local authorities;
- judges, employees of law enforcement and fiscal authorities, military personnel;
- candidates and their representatives;
- individuals with citizenship of another state;
- individuals with unexpunged or outstanding criminal records;
- members of other election commissions;
- individuals released from the duties of a commission member for negative reasons.
Political parties must submit their candidates for the reserve of the Bishkek TEC according to their charters. The deadline for submitting documents to the Central Election Commission is until 12:00 on November 17, 2025.
Civil individuals and public associations must provide their documents by 18:00 on November 14, 2025, to the Bishkek City Council. The council session, where the nominations will be considered, will take place no later than three days after the nomination deadline. The decision will be immediately sent to the CEC with a complete set of documents.
The necessary documents for submission to the reserve of the Bishkek TEC include:
- a candidate's application with consent to work in the commission and a commitment to comply with electoral legislation;
- a copy of the passport;
- biographical information, including place of work, study, and education;
- contact details: address and phone number;
- protocol of the nominating subject.
It should be noted that candidates for the position of election commission members should generally reside in the territory of the respective locality.

Note: According to paragraph 2 of Article 19 of the same Law, there can be no more than one representative from each political party in the TEC, which means that parties already represented in this TEC cannot submit documents to the reserve.
