According to the police, the incident occurred on the night of November 19, 2025, around 01:00. The duty station of the Internal Affairs Department received a signal about a fight between a group of teenagers, numbering from 15 to 20 people, in the Sputnik microdistrict, where they were throwing stones at each other.
An investigative operational group arrived at the scene to collect the necessary evidence, including video recordings.
As a result of the investigation, the investigative department of the Manas Internal Affairs Department initiated a criminal case under Article 280 of the Criminal Code ("Hooliganism"). To solve this crime, the police conducted a series of operational measures. In cooperation with the staff of the Jalal-Abad region's Internal Affairs Department and the State Committee for National Security, the identities of all 23 participants in the brawl were established.
Of these, 22 people were detained and, by court decision, placed in custody for a period of one month in the city of Manas.
One of the participants in the incident is in the hospital, and the issue of his responsibility will be resolved after his discharge. The investigation continues under the supervision of the leadership of the Jalal-Abad region's Internal Affairs Department and is being conducted in accordance with the law.
