
The initiative put forward by the leaders of Kyrgyzstan, Uzbekistan, and China for the development of transport infrastructure in the form of the China–Kyrgyzstan–Uzbekistan railway is receiving active support from various segments of society. This project represents not only economic and infrastructural value but also possesses significant strategic potential for Central Asia. The legal community is also showing active interest in this endeavor, indicating the need for a comprehensive approach to supporting such large-scale international projects.
Considering the expected increase in business activity and growth in cross-border trade, there is a rising demand for specialized legal services for businesses, investors, and government institutions. In this regard, Chinese lawyers have proposed to establish a Bureau for China within the Association of Lawyers of the Kyrgyz Republic, which will serve as a specialized platform for legal and expert support of Kyrgyz-Chinese interactions.
However, the implementation of such a significant project as the railway is associated not only with economic and legal challenges but also with political risks. Important aspects include regional security issues, as well as the balance of interests among participating countries, competition between international transport corridors, and the project's impact on internal socio-political processes.
For this reason, during the preparation of the Memorandum on Strategic Cooperation, it was proposed to create a Center for Political Studies under the Bureau for China. This proposal was made by Liang Wenyun, the chairman of the Bureau, as well as a recognized expert and doctor of economics, which emphasizes the relevance of political analysis in the context of such international initiatives.
This initiative reflects the modern understanding of the role of legal institutions in the context of globalization. The legal profession increasingly acts not only as a defender of rights but also as an important participant in shaping international dialogue and political forecasting, involving lawyers in international political processes through the interaction of law, economics, and diplomacy.
For the effective functioning of the Center for Political Studies, Kyrgyz lawyers have proposed appointing Bakyt Baketaev as the head of this institution. His selection is based on his many years of experience in analytical activities and deep knowledge of regional processes, making him an authoritative expert both in Kyrgyzstan and beyond.
The involvement of a political science professional in the work of a legal structure underscores the importance of precise political analysis, strategic planning, and support for trusting relationships between states and societies for the successful implementation of international infrastructure projects.
Thus, the establishment of the Center for Political Studies can be seen as a significant step towards integrating an interdisciplinary approach, where law, politics, and economics are interconnected and serve as a unified strategy for developing cooperation between Kyrgyzstan, China, and Uzbekistan.
