Major personnel reshuffles took place in Uzbekistan's security sector after harsh criticism of Mirziyoyev.

During the meeting, the president mentioned a corruption scandal related to the embezzlement of 186 billion sums in the Ministry of Internal Affairs, which resulted in the detention of several high-ranking officials. As a result of the discussions, reprimands were issued to the head of the Tashkent City Department of Internal Affairs, Ravshan Sultonhodjaev, and the acting prosecutor of the capital, Anvar Urmanov.

Shortly after this, new leaders were appointed in the National Guard. Bahodir Tashmatov was appointed as the commander, having previously served as the deputy secretary of the Security Council. He already has experience working in the National Guard, as he led it from 2017 to 2020, succeeding Rustam Juraev, who held this position for the last six years.

Rustam Juraev is now the first deputy minister of internal affairs, heading the Department of Public Security. He replaced Bekmurod Abdullaev, who was arrested in connection with the embezzlement of budget funds. Juraev has significant experience in law enforcement, including positions in the Tashkent City Department of Internal Affairs and the Ministry of Emergency Situations.

Botir Kudratkhodjaev, who previously headed the Ministry of Emergency Situations, is now the first deputy minister of internal affairs — head of the Operational-Investigative Department. Ayubkhan Rakhmatullaev, his predecessor, has been relieved of his duties, and his future is unknown.

Azizkhon Umarhonov, formerly the mayor of the Almalar district of Tashkent, has been appointed as the head of the Department of Execution of Sentences of the Ministry of Internal Affairs. His predecessor, Rustam Tursunov, is under investigation. The Almalar district, which the president mentioned in the context of a high crime rate, has become part of his responsibilities.

Two former employees of the presidential administration were also appointed to the Ministry of Internal Affairs: Rustam Mirzaev became the deputy minister of internal affairs, overseeing anti-corruption compliance, while Diyorbek Sattorov took the position of deputy minister for personnel issues, replacing the dismissed Davron Nazarmukhamedov.

Changes also affected the Ministry of Emergency Situations. Azizbek Ikramov, who previously headed the Internal Affairs Directorate of the Fergana region, became the new head of the Ministry of Emergency Situations. His career also included positions as deputy minister of internal affairs and deputy minister of defense. Ikramov began his career in fire safety, working in this field for 17 years when it was part of the Ministry of Internal Affairs.
