As reported by Turmush, the Talas City Court held a session on February 3, 2026, during which the materials of the case against the district akim A.B.M. were reviewed.
He has been charged under Article 337, Part 3 of the Criminal Code of the Kyrgyz Republic for abuse of office, resulting in serious harm through negligence.
The measure of restraint for the akim has been set as detention until February 22, 2026.
According to information from the press service of the GKNB dated January 23, systemic violations of legislation were identified in the Talas region.
According to the investigation, the akim, who previously held the position of head of the Talas regional department of the Ministry of Natural Resources, Ecology, and Technical Supervision, A.B.M., along with the director of the Talas forestry and other participants, developed a corruption scheme from 2022 to 2023 that allowed for the illegal provision of land plots for recreation along a key highway, which belong to the state forest fund. These plots were transferred to citizens, including the akim's spouse, as well as other individuals, where recreation areas were subsequently built.
“The land plots were provided without taking into account and paying for forest losses, without a positive conclusion from environmental assessments, without registration with cadastral authorities, and without approval from architectural services. The damage from evading payment for forest losses amounted to over 23 million soms,” the GKNB reported.
As clarified by the GKNB, in 2024, the akim, using his powers, authorized the felling of 475 "pyramidal poplar" trees despite the absence of necessary permits, in collusion with a former deputy and the former head of the ayil aimak. This action caused damage to the state amounting to over 5 million soms.
This fact was also registered under Article 337 of the Criminal Code of the Kyrgyz Republic.
