The sentence was handed down to the former chairman of the State Tax Service, Altynbek Abduvayev, and his deputy, Islambek Kydyrgychov.
The State National Security Committee (GKNB) of Kyrgyzstan commented on the decision of the Leninsky District Court of Bishkek, which convicted Abduvayev and Kydyrgychov.
On December 6, 2024, Altynbek Abduvayev and Islambek Kydyrgychov were detained as part of a criminal case initiated by the GKNB under Article 337, Part 3 of the Criminal Code of Kyrgyzstan, concerning abuse of office. The case was opened before the legislation was amended to strengthen penalties for corrupt acts. Therefore, the conviction occurred under the old version of the Criminal Code, which allowed for fines in case of admission of guilt and procedural agreements with compensation for damages.
During the pre-trial investigation, both defendants fully admitted their guilt and compensated the state for damages amounting to 4 billion 307 million soms.
The confessions made by the main defendants, as well as the investigative actions conducted, revealed a stable corruption scheme within the tax service, involving employees of the Central Apparatus Audit Department of the State Tax Service and the mentioned officials.
The GKNB's work in exposing the corruption scheme contributed not only to the fulfillment of the tax and insurance contributions collection plan for 2025 but also to an increase in revenues by 40 billion soms compared to the planned indicators.
The investigation is currently ongoing concerning the remaining defendants, and information about the progress of the case will be made available to the public.

According to the decision of the Leninsky District Court of Bishkek dated December 25, 2025, Abduvayev and Kydyrgychov were found guilty of crimes under Article 337, Part 3 of the Criminal Code ("Abuse of Office").
The court, based on the partial accumulation of penalties, imposed a fine of 4000 calculated indicators on Abduvayev, which amounts to 400,000 soms, to be paid into the state budget.
Deputy Kydyrgychov was fined 3000 calculated indicators, which equals 300,000 soms.
Both former officials were deprived of the right to hold certain positions or engage in certain activities.
Another defendant in the case, T.A.A., was also found guilty of crimes under Articles 41, Part 4, 337, Part 3 ("Abuse of Office") and 267, Part 2 of the Criminal Code ("Illegal Circulation of Weapons and Ammunition").
The court imposed a fine of 330,000 soms on him and deprived him of the right to hold certain positions or engage in certain activities.
In addition, Abduvayev and Kydyrgychov were stripped of their special ranks, class ranks, and state awards.
The measure of restraint against them was changed from detention to a subscription not to leave until the sentence comes into legal force.
A similar decision regarding T.A.A. was left unchanged.
