According to the GKNB, a large-scale scheme was uncovered during state procurement processes, which resulted in damage to the state budget amounting to approximately 182 million soms. Financial violations were discovered as a result of an audit of certain stages of the procurement process.
Violations were found within the framework of the project that started in 2015, when the Bishkek city hall received 22 million euros from an international credit organization for the modernization of the waste collection system. The funds were intended for the purchase of special equipment, including bulldozers, loaders, garbage trucks, and containers, as well as for the design and construction of a new landfill for the needs of the Municipal Enterprise "Tazalyk" and the Municipal Enterprise "Bishkek Sanitary Landfill."
The case has been initiated under Article 336 of the Criminal Code of the Kyrgyz Republic, concerning corruption. On January 12, 2025, the GKNB conducted a series of investigative and operational activities, as a result of which the suspects were detained. All of them have been placed in the temporary detention facility of the GKNB.
Currently, additional measures are ongoing to identify all involved parties and clarify the final amount of damage caused to the budget.
