Why did former head of the Tax Service Abduvapor get away with just a fine? Answer from the GKNB


The State Committee for National Security (GKNB) of the Kyrgyz Republic reported details of the verdict concerning the former chairman of the Tax Service, Altynbek Abduvapor, and his deputy, Islambek Kydyrgychov. They were convicted under the old version of the Criminal Code, as their crimes were committed before the tightening of penalties for corruption.

According to the GKNB, during the investigation, Abduvapor and other participants in the case fully admitted their guilt and compensated the state for damages amounting to 4 billion 307 million soms (over 49 million US dollars). This circumstance allowed for a procedural agreement on a guilty plea and the imposition of a penalty in the form of a fine, as stipulated by the laws in effect at the time of the crime.

The detention of the defendants took place on December 6, 2024, as part of a criminal case under part 3 of Article 337 of the Criminal Code of the Kyrgyz Republic ("Abuse of official position"). The confessions and investigative actions contributed to the identification and elimination of a corruption scheme in the Tax Service, involving both the leadership of the agency and employees of the Central Office's Inspection Department.

The GKNB noted that the elimination of this scheme allowed the tax authorities not only to meet the tax and insurance contribution collection plan for 2025 but also to ensure additional budget revenues of 40 billion soms beyond what was planned.

The investigation into other participants in the case is ongoing, and the public will be informed of new results later.
