As clarified by the GKNB, the investigation was initiated due to the misuse of funds allocated for improving the solid waste management system and the construction of a new landfill in Bishkek.

In 2015, the Bishkek mayor's office received a loan of 22 million euros, which was intended for the purchase of special equipment — bulldozers, containers, garbage trucks — as well as for the design and construction of a landfill for the municipal enterprises "Tazalyk" and "Bishkek Sanitary Landfill." During an audit of several public procurement procedures, preliminary estimates of the damage to the budget from the improper use of these funds amount to about 182 million soms.
On January 12, 2025, as part of the investigation under Article 336 of the Criminal Code of the Kyrgyz Republic ("Corruption"), comprehensive investigative actions were carried out, resulting in the detention of the former vice-mayor of Bishkek, the former director of the "Bishkek Sanitary Landfill," and the heads of contracting organizations. All detainees have been placed in the GKNB's detention center in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic.
The agency noted that the investigation is ongoing, and all officials involved in the case are being identified, as well as the final amount of damage to the budget.
