Amendments have been made to the presidential decree regarding the composition and structure of the Cabinet of Ministers.
President Sadyr Japarov signed the decree based on Articles 70 and 71 of the Constitution of Kyrgyzstan, as well as on Part 2 of Article 4 of the Constitutional Law "On the Cabinet of Ministers".
The decree dated October 12, 2021, No. 425 proposes the following:
1. Amend paragraph 1:
– rephrase the sixth paragraph as follows:
"– Chairman of the State Committee for National Security of the Kyrgyz Republic";
– add the twenty-seventh paragraph:
"– State Border Service of the Kyrgyz Republic".
2. Transform the Border Service from the structure of the SCNS into a separate entity — the State Border Service of the Kyrgyz Republic.
3. The Cabinet of Ministers must:
– adapt its decisions in accordance with the new decree;
– take other necessary measures.
4. The decree comes into force from the moment of its official publication.
It is worth noting that in November 2020, the Border Service was joined to the SCNS.
Additionally, on February 10, President Sadyr Japarov issued a decree relieving Kamchybek Tashiev of his duties as Deputy Chairman of the Cabinet of Ministers and Chairman of the SCNS.
Jumgalbek Shabdanbekov has been appointed as the acting Chairman of the SCNS.
As a result, three deputy chairmen of the SCNS were also dismissed.
