The ban on the export of waste paper has been extended in Kyrgyzstan

The Government of Kyrgyzstan has decided to extend the temporary ban on the export of recyclable paper and cardboard (waste paper and waste). This decision will be in effect for a period of six months, starting from the moment the resolution comes into force, which will happen in three days.


According to Articles 29 and 47 of the Treaty on the Eurasian Economic Union, signed on May 29, 2014, as well as Articles 13 and 17 of the Law of the Kyrgyz Republic "On the Cabinet of Ministers," the Cabinet of Ministers of the Kyrgyz Republic has issued the following resolution:

1. A temporary ban on the export of recyclable paper and cardboard (waste paper and waste), classified under code 4707 of the EAEU Customs Tariff, is introduced for a period of six months. Exceptions are made for transit supplies and humanitarian aid from the Cabinet of Ministers of the Kyrgyz Republic. The ban comes into effect three days after its official publication.

2. The Ministry of Economy and Commerce of the Kyrgyz Republic is tasked with notifying the World Trade Organization and the Eurasian Economic Commission about the introduction of this temporary ban.

3. The Ministry of Foreign Affairs of the Kyrgyz Republic must notify the Executive Committee of the CIS about this ban within three days from the moment the resolution comes into force.

4. The State Customs Service and the Border Service of the State Committee for National Security of the Kyrgyz Republic should take measures to prevent the illegal export of the goods mentioned in the first paragraph.

5. The resolution of the Cabinet of Ministers of the Kyrgyz Republic No. 364 dated June 27, 2025, concerning the temporary ban on the export of recyclable paper and cardboard beyond the customs territory of the EAEU, is recognized as having lost its force.

6. Control over the implementation of this resolution is entrusted to the Department of Control over the Execution of Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.

7. This resolution comes into force fifteen days after its official publication.
