What does the proposal include?
According to the draft, the temporary ban on the export of scrap, waste of ferrous metals, and ingots for remelting (charge ingots) will be extended for another six months. The restrictions apply to goods classified under code 7204 of the EAEU Customs Commodity Nomenclature.Goals of this ban
As stated in the justification, there are currently five major processing enterprises operating in the republic: LLC "Metal-Ken," LLC "Asia Steel," LLC "Frunze MPP," LLC "Lahore Steel Mills," and LLC "Vulkan Plus," which together can process about 490,000 tons per year. Previously, the government imposed export customs duties on ferrous and non-ferrous metals to support the metallurgical industry; however, these measures did not achieve the desired reduction in export volumes, as noted in the document. The return of the ban will satisfy the high domestic demand for quality secondary ferrous scrap. It is important to note that the export of finished products obtained from the processing of scrap and waste of ferrous metals will still not be prohibited.
If the resolution is approved, it will come into effect 15 days after its official publication.
