The protocol was signed on November 7, 2025, in Bishkek between the Cabinet of Ministers of Kyrgyzstan and the government of the Russian Federation. It pertains to the implementation of the agreement that was concluded on November 24, 2014, and regulates the activities of the Russian-Kyrgyz Development Fund.
The Ministry of Foreign Affairs has been instructed to notify the Russian side of the completion of all internal procedures necessary for the protocol to come into force.
Additionally, according to the resolution, the insurance contributions paid by the fund from 2014 to 2017 for state social security are recognized as voluntary and are non-refundable.
The protocol will come into force one week after its approval.
