Two Memoranda of Understanding Signed Between India and Kyrgyzstan
This memorandum is a continuation of the framework agreement signed in 2021 between the governments of India and Kyrgyzstan regarding grant assistance for the implementation of projects aimed at social development. Amendments to this protocol were made in January 2024.
Additionally, within the framework of the signed memorandum, another tripartite document was established concerning the improvement of the infrastructure of the General Practice Center in the Leilek District of the Batken Region. It was signed by the same representatives from India and Kyrgyzstan, as well as the Deputy Plenipotentiary Representative of the President in the Batken Region, Zhanibek Isakov.
Both projects have a budget of up to 126.29 million soms each, and their primary goal is to improve the socio-economic situation of the local population, which the Kyrgyz government has identified as a priority.
According to the ambassador, India adheres to an approach based on the concept of partnership for development, where the focus is on the needs of partner countries and aimed at strengthening their capacities. "Our model is not just an exchange of 'give and take'; it is focused on resource development," he noted.
India has previously provided technical assistance to Kyrgyzstan, including the establishment of an IT center at the Kyrgyz State University of Construction, Transport, and Architecture, as well as support in organizing a potato processing plant in Talas and telemedicine equipment that connects six hospitals across the country. Additionally, India provided the Central Election Commission of Kyrgyzstan with equipment worth 2.74 million Indian rupees for the parliamentary elections in October 2020.
Recently, India also allocated one million US dollars to UNFPA from the India-UN Partnership Fund to implement a project aimed at improving access for rural women to quality reproductive and maternal health services in the mountainous regions of Jalal-Abad, Issyk-Kul, and Chui regions.
The effective implementation of these projects will contribute to deepening cooperation and strengthening bilateral relations between India and Kyrgyzstan.
Ambassador Birender Singh Yadav emphasized that "the warm and friendly relations between the two countries, based on historical ties, have evolved into a strategic partnership built on mutual trust and respect. Our interactions cover all areas, including high-level political exchanges, economic cooperation, and cultural ties, which in turn has led to an increase in bilateral trade and cooperation in the field of security."
