
In an interview with the Kabar agency, President Sadyr Japarov announced plans to create a new Investigative Committee. He explained that the functions of investigative actions will be transferred to this body, while the General and Military Prosecutor's Offices will take on the tasks of overseeing the legality of the work of all structures.
“Why are we introducing an Investigative Committee? It is necessary to look ahead and consider long-term prospects. At the moment, operational-search units and investigators operating under the State National Security Committee (GKNB) and the Ministry of Internal Affairs (MVD) report to one minister. For example, if an operative brings a case that may be unlawful and aimed at 'framing' a person.
When the investigator receives this case, he can say: 'This will not stand in court,' and refuses to accept it,” the president noted.
As the head of state emphasized, in such a case, the minister can call the investigator demanding to accept the case, leaving the investigator with no choice but to comply.
“It cannot be ignored that there are facts of injustice today. The Investigative Committee will report directly to the president, which will allow it to reject 'raw' or fabricated cases coming from operatives or ministers. Criminal cases will not be initiated without grounds,” Japarov added.
The president also expressed confidence that citizens who face injustice will not end up behind bars — they will be released immediately.
“Thus, we will be able to ensure the observance of human rights at a level of 95% and create safety for future generations,” he noted.
The head of state also spoke about the importance of justice in economic crimes: “If a person is truly guilty, he will be punished, but if he has been slandered, he will be released. The presence of two independent bodies leads to objective decisions,” he added.
The president emphasized that this is work for the future.
“We will provide the necessary buildings and technical conditions. The decree will be signed, the relevant bills will be submitted to the Jogorku Kenesh, and after their adoption, organizational work will begin. This year we have planned the SCO summit and the World Nomad Games, so we will start the reform next year,” Japarov concluded.
