On February 23, during a meeting, the Chairman of the Jogorku Kenesh of the Kyrgyz Republic, Marlen Mamataliyev, met with the heads and managers of the departments of the parliament's apparatus, the press service of the parliament reported.
At the beginning of the event, he introduced the new team to Almasbek Abytov, who was appointed as the head of the apparatus. The Chairman emphasized that Abytov has a solid 18 years of experience working in the Jogorku Kenesh.
“Almasbek Abytov has long served as the representative of the president in parliament and headed one of the ministries. I am confident that his experience will significantly advance the work of the parliament and complete the ongoing reforms. It is important that we complete all planned reforms within 1-2 months and improve the efficiency of the Apparatus, thereby raising the activities of the parliament to a new level,” noted Mamataliyev.
In addition, the Chairman set several key tasks for the team of the apparatus headed by Abytov. “Employees must remain free from political manipulations and diligently fulfill their duties. It is important to avoid disunity and ensure equal treatment of all deputies in the process of carrying out official tasks. We will pay special attention to legislative activities and digitalization. For these purposes, the level of professional requirements for employees will be raised, and efforts to develop their potential will be strengthened,” he added.
The Chairman also noted that changes in the staffing of the apparatus are aimed at improving the quality of work. “We will support qualified specialists and, as necessary, recommend them for leadership positions in other government agencies. Our task is not just to formally replace the staff, but to motivate employees and effectively utilize their experience,” summarized Marlen Mamataliyev.
The head of the apparatus, Almasbek Abytov, for his part, expressed gratitude for the trust and assured that he would make every effort to successfully accomplish the assigned tasks and implement the parliament's development strategy.
