In the Naryn region, the appellate court upheld the verdict of the Naryn City Court in a bribery extortion case involving a former prosecutor's office employee and a police investigator.

In early March 2024, the press service of the State Committee for National Security (GKNB) reported the detention of the investigator and prosecutor in Naryn, who, according to the investigation, extorted money from the complainant.

The GKNB and the Ministry of Internal Affairs’ (MVD) Department for Naryn region uncovered facts of bribery extortion for favorable resolutions in criminal cases. A criminal case was initiated against them under Article 343, Part 2, Clause 1 of the Criminal Code, concerning extortion of a large bribe.

The investigator of the MVD’s investigative service was detained after receiving a bribe of 100,000 soms. The investigation revealed that prosecutor M.S. and investigator E.N. acted in collusion, extorting money for favorable resolutions of cases.

According to the case materials published in the State Register of Judicial Acts, S.M.A., serving as prosecutor, was appointed to this position on June 2, 2022. Despite his responsibilities for overseeing the legality of the actions of investigative bodies, he allegedly became involved in a corruption scheme.

The investigation established that in January 2024, the prosecutor and investigator, acting out of self-interest, attempted to illegally obtain funds while investigating criminal cases based on citizens' complaints about fraud.

On February 29, 2024, the suspects summoned A.I. to the prosecutor's office, where, threatening criminal liability, they demanded a bribe of 100,000 soms.

They also proposed that A.I. compensate the damages to the complainants, promising to terminate the criminal cases. Under pressure, A.I. agreed to these terms.

The investigative authorities found that on March 5, 2024, during a meeting in E.N.'s office, he received 567,000 soms from A.I. to pass on to the complainants and 100,000 soms as a bribe. Part of the money was marked.

After this, GKNB officers detained E.N. in his office, where the bribe was discovered.

During the investigation, E.N. confirmed that he acted on the prosecutor's instructions, receiving money to terminate the criminal case.

The actions of the accused were classified as crimes against the interests of public service.

On September 29, 2025, the Naryn City Court found the prosecutor guilty under Article 343, Part 1 ("Bribery Extortion") and imposed a fine of 10,000 calculation indicators.

The former investigator was also found guilty and received a similar fine.

Until the verdict comes into legal force, both defendants were under house arrest, which was to be lifted after the verdict took effect.

The court also ordered the return of the seized money, including the marked 99,000 soms.

The defendants and their defenders filed appeals requesting the annulment of the verdict, claiming there were no facts of extortion.

However, the prosecutor insisted on the legality of the verdict, citing the collected evidence.

On January 21, 2026, the judicial panel of the Naryn Regional Court upheld the verdict without changes.

After the announcement, the decision came into legal force, and the parties may appeal it to the Supreme Court.
