The Ministry of Labor proposes to introduce monetary compensation instead of vouchers for sanatorium-resort treatment for individuals with disabilities.

The Ministry of Labor, Social Protection, and Migration of the Kyrgyz Republic has initiated a discussion on a draft resolution regarding the procedure for providing vouchers for sanatorium-resort treatment, as well as the introduction of monetary compensation for people with disabilities.

This document has been developed as part of the effort to optimize public administration and reduce bureaucratic obstacles. Additionally, it takes into account the provisions of the law "On the Rights and Guarantees of Persons with Disabilities," adopted in August 2025, which allows for the refusal of sanatorium-resort treatment in favor of monetary compensation.

According to the ministry's data, there are more than 221 thousand people with disabilities in the country, including 37 thousand children. Every year, approximately 5 thousand people receive sanatorium-resort vouchers, although the actual demand for vouchers exceeds 35 thousand individuals with disabilities per year.

The justification for the draft states that the current system for obtaining vouchers does not fully meet the needs of people with disabilities. Sanatorium-resort institutions are not always involved in the public procurement process conducted by the ministry.

According to the legislation "On Public Procurement," a competitive application may be rejected if the supplier has tax or insurance contribution debts. This results in only a limited number of health institutions being selected each year, and vouchers are provided only for certain sanatoriums. As a result, not all those in need have access to sanatorium treatment.

Budget constraints also affect the ability to provide free vouchers, forcing many individuals with disabilities to purchase them at their own expense, with no chance of receiving compensation.

The introduction of monetary compensation in lieu of vouchers will allow individuals with disabilities to determine their own method of rehabilitation, as emphasized in the draft.

To implement the resolution, additional funds will need to be allocated from the republican budget for 2027 in the amount of 275.9 million soms.
