What is needed for a real reform of science?

Professor Igor Pershukov shared his thoughts on what is needed for an effective reform in the field of science.


Excerpt from the interview:

“Previously, research institutes and centers actively sought funding for scientific and experimental work, but last year, despite budget increases, it turned out that not all allocated funds were used properly. This raises questions about what exactly hinders the development of science and what may be holding it back.”

Scientific research has long acquired an international character, which is especially important for medicine. Most information resources are concentrated in the USA and the European Union. One of the most significant free medical resources was created by the U.S. Congress. The National Institutes of Health (NIH) has its own medical library (NLM), which has existed since the last century and is the most accessible and extensive source of scientific information. By visiting https://www.nlm.nih.gov/, one can find a multitude of biomedical reference resources.

The first of these is PubMed®, which claims to contain over 39 million records of biomedical literature from MEDLINE, specialized journals, and online books. Links to articles may include full texts from PubMed Central and publisher websites.

The next resource, PubMed Central®, is a free archive with full texts of biomedical and life sciences available at the U.S. National Library of Medicine (NIH/NLM).

The third source, Open-I, is a search system for biomedical images with open access.

The fourth resource, MeSH (Medical Subject Headings), is a thesaurus managed by NLM that is used for indexing articles in PubMed.

The fifth, which has recently closed, is ClinicalTrials.gov, a platform for obtaining information about clinical studies worldwide. Even in the USA, situations occur where funding is halted. As a result, the data on the site may be outdated, and processed transactions may be suspended until new allocations are provided. The NIH Clinical Center (NIH research hospital) continues to operate. For detailed information about its activities, one can visit cc.nih.gov, and current information about government operations can be found at opm.gov.

The sixth resource, BLAST (https://blast.ncbi.nlm.nih.gov/Blast.cgi), is a primary tool for local alignment searching that identifies areas of similarity between biological sequences by comparing them to databases and calculating statistical significance.

There are many other medical resources; however, the key factor is the speed of access to the necessary information, which allows researchers to effectively find the materials they need, sometimes sifting through various topics and formulations to refine their queries.

Those who can quickly find the necessary data often become leaders in the scientific field.

It is impossible to be aware of everything, even in one’s own field. That is why libraries serve as an important resource that is consulted as needed, whether it be once a month or continuously for updating knowledge and developing new ideas.

All these technologies require high-quality internet. It is important not only to have the declared connection speed but also to ensure that there are no delays due to provider overload during moments of creative search. The capacity of internet channels and the quality of cable connections that provide communication with the outside world play a key role in the speed of access to scientific information. If the search speed does not match the speed of thought processes, the efficiency of a scientist's work decreases.

Thus, high-speed internet is needed not only for entertainment on TikTok and YouTube. Science will not disappear, but it can significantly weaken and fade if the necessary infrastructure is not provided. And the key factor here is the internet.”
