Anchbayar Nyamdorj expressed his gratitude for the opportunity to participate for the first time as an observer at this important agency meeting. In his speech, he emphasized that the creation of a nuclear-weapon-free zone is crucial for international cooperation, strengthening stability both in the region and on the global stage, as well as for building trustful relations between countries.

During the conference, a Memorandum of Understanding was signed between the Ministry of Foreign Affairs of Mongolia and OPANAL, aimed at developing bilateral cooperation in the field of nuclear disarmament and preventing the proliferation of nuclear weapons. This document establishes the main directions for technical interaction, political dialogue, and capacity-building initiatives, including joint projects, the exchange of best practices and strategic information, as well as cooperation with other regional structures within the framework of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

The Treaty of Tlatelolco, signed in 1967, proclaimed Latin America and the Caribbean as the world's first nuclear-weapon-free zone. Currently, 33 states in the region are participants. The treaty completely prohibits the creation, acquisition, testing, deployment, and transfer of nuclear weapons, contributing to the strengthening of peace in the region and global efforts to prevent the proliferation of nuclear weapons.
