At a briefing on October 30, Peskov noted that information about testing should not be interpreted as a nuclear test and expressed hope that President Trump received accurate data. He commented on the U.S. intentions to resume nuclear testing, pointing to the existing global moratorium on such actions.

“Previously, we had not received information that anyone was conducting tests. If this concerns the 'Burevestnik,' it cannot be considered a nuclear test. All countries are working on developing their defensive systems, but that does not mean they are conducting nuclear tests,” Peskov added.

He also reminded of Putin's words, who emphasized that Russia would respond to possible changes in the moratorium. “If someone starts to violate it, we will act according to the circumstances,” the press secretary said.

When asked whether a new stage of the arms race between Russia and the U.S. is observed in the Kremlin, Peskov replied: “No, that is not the case.”

On October 26, Putin announced the testing of the cruise missile 'Burevestnik' with a nuclear power plant, which he first mentioned in 2018. Three days later, he also reported on the testing of the unmanned underwater vehicle 'Poseidon,' which also uses nuclear energy.

In response, Donald Trump stated that the U.S. would “immediately” begin testing nuclear weapons on equal terms with other countries conducting such tests.
