Rules for Living in Apartment Buildings Will Be Introduced in Uzbekistan

New regulations regarding the maintenance and operation of apartment buildings have been implemented in Uzbekistan, as reported by the resource upl.uz.

These rules establish a unified approach to the use of common property and the technical maintenance of buildings, which will apply to all properties, regardless of their ownership structure.

The document organizes the requirements for the maintenance of common property both within the buildings and on adjacent territories. The main goal of the new rules is to prevent premature deterioration of structures, reduce the likelihood of emergency situations, and ensure proper technical maintenance. The document defines key terms such as "building," "structure," "common property," "ventilation," "reconstruction," "capital repair," and "monitoring."

Common property includes stairwells, elevators, corridors, attics, and basements, as well as technical floors, engineering networks, roofs, load-bearing structures, water supply systems, sewage, heating, and electricity supply, as well as information and telecommunications networks, and well-maintained adjacent areas with playgrounds, sports grounds, and parking lots.

Expenses for maintenance and current repairs will be distributed among owners in proportion to their shares. The new regulations allow for the involvement of professional management organizations, homeowners' associations, or contracting firms to perform specific tasks.

The rules also define forms of building management, establish the procedure for transferring properties from developers to managers, conducting inspections, and preparing technical documentation. Management companies are required to organize inspections, eliminate emergency situations, and prepare buildings for seasonal operation.

Particular attention is given to elements such as foundations, basements, facades, roofs, ceilings, entrance groups, elevators, ventilation, and heating systems, water supply, sewage, as well as gas and electricity supply. For the first time, the rules include provisions for the operation of solar panels and measures to improve energy efficiency, implement energy-saving technologies, and account for consumed resources.

The improvement of adjacent territories is also reflected in the new rules: cleaning, landscaping, as well as organizing waste collection and disposal are assigned to management bodies and owners.

Violating these rules may result in liability in accordance with the legislation of Uzbekistan.
