In the draft published at the end of January, Article 9, dedicated to the language issue, was subject to adjustments. It states that the Kazakh language is the state language, while the Russian language is officially used in government institutions alongside Kazakh. This wording was borrowed from the current Constitution, where the language issue is addressed in Article 7. During a meeting of the Constitutional Commission, Nurmukhanov clarified that the word "тең" (equal) was replaced with "қатар" (alongside).
The initiator of the constitutional reforms in Kazakhstan is President Kassym-Jomart Tokayev, and it is expected that over 80% of the content of the fundamental law will be updated.
