
In early February, the draft law was reviewed in the first reading.
The new amendments concern not only obscene language in telecommunications networks but also offensive behavior towards citizens, as well as actions that violate public order. In particular, responsibility will also be introduced for the dissemination of materials promoting participation in hostilities.
For internet hooliganism, including insults and humiliation, a fine of up to 5 million sums or administrative arrest for up to 10 days is provided.
Furthermore, the law establishes responsibility for the dissemination of materials in the media and on the internet that promote offenses committed by the person themselves. This is intended to help prevent the popularization of such actions and their imitation.
According to MP Saidullo Azimov, the document was revised for the second reading taking into account suggestions and comments. In particular, a separate article on offenses on the internet was merged with the article on petty hooliganism, and the wording of the norms was clarified: instead of the general term "committed offense," it now specifies "offense committed by the person themselves."
Responsibility was also introduced for the concealment, loss, or damage of seized property if it hinders the execution of court decisions. The resolution of such cases will be carried out by the Bureau of Enforcement, and reconciliation is not allowed.
The amount of the fine for this offense was reduced from 100 to 20 basic calculated amounts, taking into account the principle of proportionality.
The draft law also includes responsibility for the dissemination of materials that promote participation in hostilities abroad.
