More than 290 Mongolian prosecutors participated in the ILO training

This training is focused on developing the skills of prosecutors in the area of labor rights protection and compliance with international labor standards, with an emphasis on eradicating child and forced labor.

More than 290 prosecutors and prosecution staff participated in the event organized in collaboration with the Research Institute under the General Prosecutor's Office of Mongolia. The training aims to strengthen the capacity of the prosecution in enforcing labor legislation and protecting vulnerable populations from exploitation.

These educational efforts align with Mongolia's broader commitments to international labor standards. In 2025, the country's government plans to present reports to the ILO Committee of Experts on the implementation of Conventions No. 29, 105, 138, and 182 concerning forced labor and child labor.

During the training, leading ILO specialists from the Regional Office for Asia and the Pacific spoke:

Bharati Pflug, Senior Specialist on Fundamental Principles and Rights at Work, conducted a detailed session on international labor standards related to child labor, including Conventions No. 138 and 182. She presented the results of the ILO's National Child Labor Survey (2021-2022), providing prosecutors with up-to-date data on the prevalence and characteristics of child labor in Mongolia. Practical methods for investigating and protecting victims were also discussed, equipping prosecutors with the necessary tools to enhance the effectiveness of law enforcement. Bharati suggested examples of further actions and highlighted international practices that could assist in prosecution and crime prevention.

Alain Pelsee, Senior Specialist on International Labor Standards, held a session addressing issues of forced labor. He familiarized participants with the 1930 Forced Labor Convention (No. 29), clarifying its provisions, exceptions, and sanctions, as well as the 1957 Convention (No. 105), aimed at combating new forms of forced labor. Additionally, Alain presented the 2014 Protocol to Convention No. 29, which strengthens measures for protecting victims and preventing human trafficking. Key aspects of forced labor were also covered during the session, such as the exploitation of vulnerable groups, deception, restriction of movement, physical and sexual violence, as well as wage withholding and inadequate working conditions.

This training is part of the ILO project "Trade for Decent Work" (T4DW), which is funded by the European Union.
