As the investigation established, the previously detained M. K. was subjected to violence by some employees of the Internal Affairs Department of the Issyk-Kul region. T. K. A. is accused of abusing his official powers; threatening physical harm, he promised to provide M. K. with better conditions in the temporary detention facility for money. However, when M. K. refused to pay, T. K. A. and his colleagues, according to the investigation, inflicted bodily harm on him. It is also noted that after these facts were revealed, T. K. A. voluntarily left the ranks of the internal affairs bodies. Nevertheless, he was still detained and sent to the temporary detention facility of the City Department of Internal Affairs of Karakol.
