According to the press service of the State Committee for National Security, a complex corruption scheme involving forensic psychiatric specialists was uncovered at the Republican Center for Psychiatry and Narcology. They are suspected of helping defendants in serious and particularly serious cases evade criminal responsibility for money by declaring them insane.
The case materials indicate that in mid-2025, a group of six doctors from the RCPN conducted two forensic psychiatric examinations for a citizen of the Kyrgyz Republic, M. A. A., who was accused of "illegal manufacture of narcotic drugs and psychotropic substances for the purpose of sale." As a result, after receiving 1.5 million soms from relatives, the experts declared her insane twice, allowing her to avoid criminal prosecution.
On December 10, as part of the investigation into this criminal case, six experts from the RCPN were taken into custody: A. Dzh. (born in 1950), Sh. N. T. (born in 1966), Ch. Yu. V. (born in 1969), K. Zh. R. (born in 1971), S. L. L. (born in 1972), and Z. M. D. (born in 1997), who conducted the aforementioned examinations.
The State Committee continues its work to identify other participants in this corruption scheme.
