According to the investigation's findings, the institution operated with serious violations of the legislation of the Kyrgyz Republic. "The center's employees, most of whom are former addicts and lack medical education or licenses, conducted so-called pseudo-psychiatric procedures at the direction of management. In critical moments, when patients experienced acute psychological crises, cruel and degrading methods were applied to them," the statement noted.
Law enforcement agencies discovered that physical force and special devices were used to "subdue" patients. This category included beds with restraining straps, objects resembling batons and clubs, stun guns, gags, and other implements. As a result of these methods, patients sustained physical injuries and severe psychological damage. "Disobedient" patients were placed in isolation cells, where any contact with the outside world was excluded (the windows were boarded up and darkened). Victims were deprived of the ability to use the toilet and personal hygiene products, were put in diapers, and kept in such conditions for seven to eight days.

The investigation also concluded that the illegal activities of the center generated significant income for its owners: a fee of 80,000 soms was charged for the "rehabilitation" of one patient. Meanwhile, the relatives of clients were not informed about the actual illegal methods of "treatment" used in the institution.



The State Committee for National Security also established that the rehabilitation center did not adhere to the principles of separating patients with infectious and venereal diseases (such as HIV, tuberculosis, syphilis, and others), which exposed all patients to the risk of infection. Physical evidence has been collected that confirms the involvement of medical workers in this scheme of illegal profit-making.





Employees have been detained, including I. R. K., M. Dzh. N., E. A. V., M. I. M., M. V. A., T. Ch. A., K. K. I., and Kh. S. V. They have been placed in the temporary detention facility of the Bishkek City Department of Internal Affairs.
