
Patients were held in isolation cells without access to a toilet for up to 8 days
Serious violations have been identified in the functioning of the rehabilitation center "Path to Life" in Bishkek, reported the press service of the State Committee for National Security (GKNB).
This center operated as a private medical-psychiatric institution specializing in the treatment of addictions. However, its operations were associated with gross violations of the legislation of the Kyrgyz Republic, noted the special services.
According to the information, the center's staff, many of whom were former addicts without higher medical education and necessary licenses, conducted so-called "pseudo-psychiatric" procedures at the direction of the management. During crisis situations, patients were subjected to cruel and degrading treatment.
Physical methods and special tools were used to enforce order, such as beds with restraining straps, truncheons, electric shockers, and other means, which led to physical injuries and serious psychological consequences.
As punishment, "disobedient" patients were placed in isolation rooms that completely cut them off from the outside world (with barred and darkened windows). In such conditions, they were denied access to toilets and personal hygiene, forced to wear diapers, and kept for 7–8 days.
Additionally, the center's owners engaged in illegal entrepreneurial activities: the cost of rehabilitation for one patient was from 80,000 soms. Meanwhile, the relatives of the patients were not informed about the treatment methods.
The center also lacked separation of patients with venereal and infectious diseases (such as HIV, tuberculosis, fungal and parasitic infections, syphilis, herpes, hepatitis), which created a risk of disease transmission due to all being in the same conditions.
As a result of the conducted operational activities, several individuals were detained and placed in the temporary detention facility of the Bishkek City Department of Internal Affairs: “I.R.K.”, “M.Dzh.N.”, “E.A.V.”, “M.I.M.”, “M.V.A.”, “T.Ch.A.”, “K.K.I.”, and “Kh.S.V.”.
