During the investigation, it was established that the staff of the center, mainly consisting of former addicts without higher medical education and licenses, conducted so-called "pseudo-psychiatric" procedures and conversations under the guidance of the administration. In moments of acute psychological crisis for patients, especially during a "breakdown," cruel and degrading methods of influence were applied.
For "subduing," physical force and special devices were used, including beds with restraining straps, batons, electric shock devices, and gags, leading to physical injuries and serious psychological damage to the victims.
As a form of punishment, "disobedient" individuals were placed in isolation cells, completely depriving them of contact with the outside world (with barred and darkened windows). Victims were denied access to toilets and hygiene products, forced to wear diapers, and kept in such conditions for 7–8 days.
The investigation also established that the illegal activities of the center brought significant income to its owners: the cost of "rehabilitation" for one patient reached 80,000 soms per month. Meanwhile, the relatives of the patients who paid for the services were unaware of the real, illegal, and cruel methods of "treatment" used in the institution.
Moreover, the center did not adhere to the principles of separating patients based on the presence of venereal and infectious diseases (such as HIV, tuberculosis, syphilis, and hepatitis), which created a risk of transmitting these diseases in shared conditions without the possibility of avoiding contact with carriers.
During further investigation, evidence was collected indicating the involvement of medical workers and officials in this illegal profit-making scheme.
As a result of the investigative activities, the following individuals were detained and placed in the temporary detention facility of the Main Internal Affairs Directorate of Bishkek: "I.R.K.", "M.Dzh.N.", "E.A.V.", "M.I.M.", "M.V.A.", "T.Ch.A.", "K.K.I.", and "Kh.S.V.".
The investigation into this case is ongoing.
