As a result of an on-site inspection conducted at the Mirrakhimov National Center for Cardiology and Therapy (NCCCT) and the Research Institute of Heart Surgery and Organ Transplantation (RIHSOT), a meeting was held, chaired by the Minister of Health Kanaybek Dosmambetov.

According to information from the Ministry of Health's press service, serious deficiencies were identified in the organization of emergency care for patients with cardiovascular diseases at the NCCCT. This includes downtime of angiographic equipment, delays in performing coronary angiographies, and a lack of access to echocardiography in the intensive care unit on a round-the-clock basis. It was also noted that there is no timely routing of patients and interdisciplinary consultations, which negatively affects the treatment outcomes for patients with acute coronary syndrome, despite the availability of technical capabilities for performing primary percutaneous coronary interventions.
During the discussion, the issue of the feasibility of using thrombolysis in the presence of angiographers was also raised, which caused the minister to question the NCCCT's request for the purchase of thrombolytic drugs amounting to 28 million soms.
Furthermore, the minister drew attention to instances of corruption in the procurement of medications and medical equipment, as well as the personal responsibility of the NCCCT director Talantbek Sooronbaev. Questions were raised regarding his frequent foreign trips (45 times in two years, which is almost twice a month) and the origin of property worth about 2 million dollars.

Violations in the use of equipment and consumables were also identified at the RIHSOT. The cardiothoracic surgery equipment located in the main building, where a fire occurred, was found to be covered in construction dust, raising doubts about its operability and the responsibility for its preservation. Despite allocated funds, the president's directive to enhance the intensive care unit with ultrasound and echocardiography machines has still not been fulfilled.

The minister noted that the number of clinical cases has increased where patients operated on by the institute's director Samidin Shabyraliev with complications have sought care at private cardiac surgery clinics.

As a result of the meeting, both heads of the institutions decided to voluntarily resign from their positions due to the identified violations and their non-compliance with the roles they occupy. The minister added that young and experienced specialists would be proposed for the vacant positions, including those with work experience abroad.
