
According to this resolution, a procedure was established that allows residents to submit their ideas. The document outlines the criteria by which these initiatives will be evaluated, as well as identifies funding sources from regional development funds.

In addition, amendments were made to the program for subsidizing local initiatives for 2024-2027, clarifying various mechanisms:
- the procedure for submitting and discussing initiatives;
- criteria for project evaluation;
- participation of local self-government bodies;
- monitoring and public oversight;
- the return of collected funds or their reuse in case of project cancellation.
An important innovation is the requirement to create regulatory acts that will govern the entire project cycle—from the submission of initiatives by local residents to the assessment of their impact on the development of the area after the project's completion.
Categories of municipalities that will receive consulting support from the state have also been defined.
The first group includes cities and rural districts that do not have a budget deficit, do not receive equalization transfers, and have experience in implementing local projects. These municipalities will be able to receive assistance in preparing applications for funding from regional development funds in 2025-2026. The second group will receive support in 2027.
The resolution will take effect 10 days after its adoption.
