
These cards provide legal residence and employment for a period of up to 360 days.
According to the Ministry of Foreign Affairs, resident cards give foreigners the opportunity to legally stay and work in the country for up to 360 days.
To inform employers about new opportunities, a briefing was organized at the ministry.
“These documents were issued as part of the implementation of the presidential decree concerning the optimization of migration processes,” commented Seitek Jumakadyrov, director of the Consular Department.
It is important to note that the resident card was approved by a government resolution on June 27, 2025, and serves as official confirmation of the legal status of a foreigner or stateless person.
The key advantage of the new format is the ability to engage in labor and entrepreneurial activities legally without the need to undergo complex bureaucratic procedures for a year. The issuance of cards is now fully digitized: applications are submitted through the "Single Window" system, which is integrated with the "Electronic Visa" portal on the ministry's website.
The main goals of implementing resident cards include:
- increasing control over the compliance of foreigners' actual activities with the stated purposes of their visit;
- improving fiscal discipline and tax collection;
- legalizing labor relations;
- creating transparent conditions for doing business.
The ministry also reminds that companies hiring foreign specialists are required to comply with the migration legislation of Kyrgyzstan.
