“The incident took place on December 22, on a Monday. Initially, a reception for citizens was scheduled for December 23. However, a group of about 50 people asked me to meet with them earlier, and I agreed. Due to the large number of people, we moved the meeting to the office of the head of the apparatus, which was more spacious. Later, about 20 people stated that they had other questions, and I began the reception,” Tashkulov said.
According to him, the situation was as follows: people purchased 4 hectares of land by receipt from one seller, who later resold the same land to another person. This second buyer, in turn, sold these 4 hectares to 80 different people, which became the cause of the dispute. They came to the reception with this issue.
“We communicated for about 45 minutes. One of those present, a bearded man, began to mock me, saying: ‘You are the akim, solve this issue.’ His words even contained obscene expressions. I explained to him that issues are resolved within the framework of the law, and the decision is made by a commission, not by me. Despite this, he continued to shout. The first half hour of the conversation was calm, but in the last 10 minutes, the situation got out of control: they started shouting and swearing. When this person resorted to insults, I said that I needed to meet with other citizens and left the room. When I returned to my office, they followed me in a crowd. I told them that I was going to receive other citizens and slightly pushed them aside, which ended up on the video they are now spreading, claiming that the akim hit them,” he added.
The akim also noted that their issue would be forwarded to a special commission for consideration. If the commission does not satisfy their decision, they have the right to appeal to law enforcement agencies. “If they believe that I acted incorrectly, they could file a complaint against me. The legislation also states that disputed issues are resolved through law enforcement agencies. I explained this to them calmly, but they insisted: ‘No, you have to solve it, what are you sitting here for?’” Tashkulov concluded.
