At the meeting of the Jogorku Kenesh, the Minister of Science, Higher Education, and Innovations announced plans to revise the contract policy in higher educational institutions. This decision was a result of concerns expressed by the deputies.

Ulukbek Karybek uulu, one of the deputies, noted that despite the high cost of education, the quality of education leaves much to be desired. He asked Gulzat Isamatova what measures would be taken to address this issue.

Suyunbek Omurzakov added that many students are forced to work part-time to help their families, which takes away their time and resources for studying. He also mentioned fines for absences, which create additional difficulties: students are forced to find money or work more to cover these expenses. According to the deputy, alternative measures should be considered, such as expelling students with frequent absences.

The minister emphasized that the moratorium on raising tuition fees in higher educational institutions had previously been lifted. She noted that universities use the incoming funds to pay the salaries of teachers and other staff.

Gulzat Isamatova also pointed out that in the context of inflation, there is a need to raise salaries for teachers. "As long as the contract amounts are not increased, we will not be able to raise salaries. We receive numerous complaints from students, especially from the regions, that they cannot afford such expenses. We will definitely consider this issue," the minister concluded.
