The Deputy Minister of Construction explained why there are high salaries in the department

According to him, high payments are received by rare specialists.



At a meeting of the committee of the Jogorku Kenesh, the Deputy Minister of Construction, Architecture, and Housing and Communal Services, Talantbek Imanakun uulu, commented on the high salaries of employees of subordinate institutions and explained why they are so.


He noted that architecture is a rare and complex profession that requires significant time for training.
“While most specialists receive education in 5 years, architects study for 6-7 years,” the deputy minister explained.


Imanakun uulu added that in the construction market, the services of architects are valued at about 15 to 20 dollars per square meter, and when designing large facilities, we are talking about substantial amounts. Previously, he said, state projects were often handed over to private companies.

“Private companies developed projects and made money, while we only filled their pockets,” he said.


In response to constant complaints about bureaucracy and delays, especially in the construction of educational institutions, it was decided to create an architectural department that could develop projects independently. Strong architects and designers were attracted for this, and competitive salaries need to be offered to retain them in the public sector.


As an example, he cited Nurlan Choroев, who earned 477,368 soms in a month for performing topographic surveys over an area of more than 4,800 hectares. However, he did not receive a salary for 4 months before receiving the order.
“Not everyone can perform a topographic survey. All details are taken into account in this process — from underground cables to pipes. Without this information, it is impossible to start construction,” the deputy minister noted.


Imanakun uulu also emphasized that high salaries are not received by all employees, but only by narrow specialists, such as architects and technologists. In particular, according to him, only eight technologists are required for the entire country in the construction of medical institutions.

“We are essentially dependent on these eight specialists,” he added.


The deputy minister also discussed the financial model of the department's work. He reported that out of 2,200 employees, only 45 receive salaries from the budget of the Ministry of Finance, while the rest do not receive a single som from the state.

“This is the only ministry that is completely self-sustaining, not receiving budget funds, and still pays taxes,” he noted.


According to the deputy minister, the architectural department transferred 68 million soms in taxes to the budget in just one year.


Moreover, he clarified that his own salary is 64,000 soms, while ordinary employees receive about 45,000 soms, which is less than similar specialists in other government institutions.


It should be reminded that earlier the Minister of Construction, Architecture, and Housing and Communal Services, Nurdаn Oruntaev, mentioned that the salaries of employees of subordinate institutions could reach 500,000 soms, which caused public resonance.
