$60 Million to Improve Air Quality in Kyrgyzstan

The Ministry of Natural Resources, Ecology, and Technical Supervision has shared information about its initiatives to improve air quality, develop climate policy, and manage waste.

In accordance with the order of the Cabinet of Ministers of the Kyrgyz Republic No. 221, the interdepartmental commission dealing with air quality issues has been updated. Over the past time, 10 meetings have been held, as well as field meetings in the cities of Osh and Manas to discuss local problems. Important decisions were made at these meetings, and specific measures were developed to reduce air pollution.

As part of international support, the project "Improving Air Quality in the Kyrgyz Republic" is being implemented with the help of KOICA and has a budget of $10 million, lasting until 2028. Another air quality improvement project, supported by the World Bank, amounts to $50 million.

Also, in order to improve climate policy, the president signed decree No. 105, which approves the concept of environmental security. The Cabinet of Ministers' resolution No. 397 introduces the concept of achieving carbon neutrality. In addition, a draft National Adaptation Plan has been developed.

According to resolution No. 487, a coordinating council for ecology, climate, and green economy has been established. At its meeting, the "Third Nationally Determined Contribution" and the National Inventory Report were approved, which are directed to the secretariat of the UN Framework Convention on Climate Change.

Kyrgyzstan is a participant in 12 international environmental conventions. The bill on joining the Vienna Conventions on Radiation Safety has successfully passed its third reading in the Jogorku Kenesh.

Eight international agreements have been signed with countries such as Russia, Uzbekistan, Tajikistan, Korea, Japan, China, the United Kingdom, and the SCO.

Currently, seven international projects in the areas of air quality, biodiversity, and radiation safety are being implemented. Cooperation is underway with 17 countries in the field of technology and investments through intergovernmental commissions.

The Ministry of Natural Resources also reported the establishment of a state enterprise "Ekooperator" under resolution No. 325, aimed at improving waste management. As a result of the extended producer responsibility mechanism, more than 74 million soms have already been collected in the form of recycling fees.

At the local level, a competition "Cleanest City" and "Cleanest Aiyl Aimak" is being held, with 9 cities and 10 rural aimaks participating in the finals.

The winners of the competition received garbage trucks "Shumkar," waste sorting lines, and specialized equipment.
