

Nazgul Turdubekova, director of the public fund "League of Child Rights Defenders," addressed President Sadyr Japarov, Prime Minister Adylbek Kasymaliev, and Deputy Speaker of the Jogorku Kenesh of the Kyrgyz Republic Zhyldyz Taalaybek kyzy through her Facebook page. In her appeal, she proposed measures to improve state policy in combating domestic violence.
According to her, despite the efforts being made, the issue of domestic violence remains relevant and shows no signs of decline. The appeal emphasizes the need to shift from reactive measures to an active preventive policy aimed at preventing offenses.
“To successfully combat domestic violence, it is necessary to create a comprehensive state strategy focused on prevention,” the statement emphasizes.Nazgul Turdubekova proposes to implement a legislatively enshrined interdisciplinary model that will include “a lawyer + a psychologist + a social worker” to support victims. This approach, in her opinion, will provide not only legal protection but also psychological assistance and social support.

- the creation of a separate law on psychological assistance with mandatory support in domestic violence cases;
- legislative approval of mandatory interdisciplinary team work in every case of violence;
- the introduction of a specialized social worker institution for preventing domestic violence and early detection of risks, separate from child protection services;
- state funding for the work of psychologists and social workers, as well as the development of clear standards for inter-agency interaction.
“This is an important step towards real protection of families and human rights in the Kyrgyz Republic,” the appeal states.
