In the third reading, the Jogorku Kenesh approved a new bill "On Breeding in Animal Husbandry," which was proposed by the Ministry of Water Resources, Agriculture, and Processing Industry.
According to the explanatory note, the bill is aimed at creating a legal framework for the effective development of breeding livestock, eliminating shortcomings in the current legislation, and developing subordinate legislation to regulate this area.
The document plans to establish key requirements for the import and export of breeding products, as well as to outline the norms of state regulation in this area of entrepreneurship. This includes the recognition and use of breeding products, their evaluation (bonitation), maintaining a state breeding register, and supporting organizations that have received the status of a breeding farm or enterprise.
Particular attention is also paid to the development of artificial insemination of agricultural animals and the creation of specialized breeding enterprises.
