According to the data from the Main Department for Ensuring Road Safety, last year there were 1,015 traffic accidents involving scooter drivers, resulting in 39 fatalities.Bekeshev noted that the new law would come into effect six months after its signing and questioned whether government agencies would be able to register motorcycles and mopeds in time.
Tolubai Jakishev, Deputy Director of the State Center for Vehicle Registration, stated that the necessary subordinate legislation would be developed after the law comes into force.
The deputy added: "You won't manage in six months. Thousands of mopeds need to be legalized."
The Deputy Director of "Unnaa" agreed that most mopeds lack documentation, and a specific legalization mechanism is required for their registration.
Bekeshev also pointed out that a large number of couriers would be left without work and would address this issue to the deputies.
He emphasized: "Yes, obtaining the A1 subcategory is indeed necessary, but registering mopeds and training everyone in six months is impossible."
Suyunbek Omurzakov, Chairman of the Committee on Judicial and Legal Issues, noted that many citizens operate mopeds without licenses, violating traffic rules and becoming the cause of accidents. In his opinion, having a special category of licenses for mopeds is extremely important.
He added: "First, mopeds need to be registered. I am not against the initiative, but the specified timeframe is clearly insufficient. Remember how much time taxi drivers were given to obtain a license, and how many times the deadlines were extended because they couldn't keep up. If people can't obtain the subcategory in time, how will they be able to operate mopeds?"
Jakishev added that training in state driving schools began two weeks ago. To obtain category A, two months of training is required, while for subcategory A1, those who already have category A licenses only need to complete practical lessons.
Bekeshev concluded: "If you are confident that you will manage everything in time, then I will support this project."
The Deputy Head of "Unnaa" took responsibility for implementing this initiative, noting that the law would serve as the basis for developing the necessary regulatory legal acts.
