"Buildings were constructed, citing that 'the general said': The new mayor of Manas compared the situation in the city to Afghanistan"

On March 12, a meeting of the coordination council took place in Manas, attended by city mayors, district heads, and leaders of law enforcement agencies in the region.
According to a Turmush correspondent, among the main issues discussed at the meeting were topics related to supporting entrepreneurs and measures to prevent domestic violence. Participants paid significant attention to the work of local authorities in this area.

During the discussion on domestic violence, the president's representative, Tilek Tekebaev, asked the mayor of Manas, Abdupat Matkalikov, about the actions taken in this direction. The mayor admitted that he had not prepared a report for the meeting due to a heavy workload. "There is a lot of work in our city. It turned out that there are no documents for any of the apartment buildings. Every day, 200-300 people come to me with complaints, and this is just the beginning of my work," Matkalikov noted.

During the meeting, Tekebaev mentioned that compared to 2024, the number of serious and particularly serious crimes in the city had increased by 64 cases. He also noted an increase in the number of rape cases.

The regional head remarked to Matkalikov, emphasizing the importance of being prepared for issues discussed at such a level. "Since your appointment, you are responsible. You must be ready to work, not make excuses that you just started. The akim of the Suzak district, appointed yesterday, already presented a report today," Tekebaev noted.

Matkalikov, for his part, compared Manas to Afghanistan, pointing out the numerous offenses in the city. "There is no order; it feels like I am in Afghanistan. The buildings that were erected lack the necessary documents. There is a lot of work, and I can't keep up with the residents' complaints," he added.



According to Turmush, on February 23, 2026, Abdupat Matkalikov was appointed mayor of Manas. This appointment was the result of an order from President Sadyr Japarov, based on Article 71 of the Constitution and Article 47 of the law "On Local State Administration and Local Self-Government Bodies."

Matkalikov was born on January 1, 1964, in the village of Jai-Terek, located in the Bazar-Korgon district of the Jalal-Abad region.

He has a higher education: he graduated from the Frunze Polytechnic Institute with a degree in "mechanical engineering."

- 1993–1999 — head of the motor vehicle fleet at the Bazar-Korgon bus depot.

- 2022 — advisor to the chairman of the board of OJSC "MAM" (Manas International Airport).

- 2022 — director of the "Asyl-Tash" boarding house in the Issyk-Kul region.

- 2023–2026 — advisor to the general director of CJSC "Manas Management."

- since February 20, 2026 — mayor of the city of Manas.

In 2020 and 2021, he ran for deputy of the Jogorku Kenesh from the political party "Mekenchil."

Personal life: married with five children.

Previously, Ormokov Ernisbek Abdijalilovich was relieved of his duties as mayor of Manas, a position he held since 2020, by the president's order.
